OGB Policy and Planning Board


OGB is advised by a Group Benefits Policy and Planning Board, made up of professionals with experience in the industries of health insurance, actuarial services, financial services, or banking, as well as retired participants in the OGB health benefits programs. These members represent the state’s active and retired employees.

The Board is responsible for reviewing and recommending life and health benefit programs offered to eligible active employees, retirees, and their dependents, as well as for reviewing and recommending the proposed rate structure. The board submits a written report, which includes comments and recommendations, to the appropriate legislative oversight committees.

OGB Policy and Planning Board Members


Effective January 1, 2016, the 11-member Group Benefits Policy and Planning Board will consist of the following:

Appointed Members:

  • Three members appointed by the Speaker of the House
  • Three members appointed by the President of the Senate
  • Three members appointed by the Governor
    • Each appointment shall have a minimum of five years professional experience in the industries of health insurance, actuarial services, financial services or banking.

Elected Members:

  • Two members elected by retired health plan participants, one by retired teachers and school employees, and one by retired state employees.
    • Elected members shall have been continuous full-time employees for a minimum of five years as a state employee or as a teacher or other school employee, and must be enrolled in an OGB health plan.

All Board members must be confirmed by the Senate.

The seat terms are four years for the legislative appointees, six years for the gubernatorial appointees, and six years for the elected members.
