Estimating Conference
Group Benefits Estimating Conference
The Group Benefits Estimating Conference was created by Act 146 of the 2015 Regular Legislative Session. The conference supports the state planning and budget system by developing and validating key information used in managing OGB group health and life plans.
Duties of the Estimating Conference
- Develop or gather information relating to group health and life insurance.
- Develop or gather information relating to premium rates.
- Develop or gather information relating to budgeting, as determined by the conference principals, as needed for the state planning and budget system.
The conference principals determine the official information that will be presented to the Group Benefits Policy and Planning Board.
Group Benefits Estimating Conference Principals
The principals of the Group Benefits Estimating Conference are appointed as follows:
- A professional staff member of the Office of the Governor, appointed by the Governor.
- A professional staff member of the Division of Administration, appointed by the Commissioner of Administration.
- A professional staff member with fiscal expertise from the legislature, appointed by the President of the Senate.
- A professional staff member with fiscal experience from the legislature, appointed by the Speaker of the House.
- A professional staff member with fiscal experience from the Office of Group Benefits, appointed by the Commissioner of Administration.
- An individual with at least five years of professional experience in health insurance, actuarial services, financial services, or banking, selected by the other principals from a list submitted by the Commissioner of Insurance, Commissioner of Financial Institutions, and the Legislative Auditor.
The principal representing the Office of the Governor presides over sessions of the conference.
